Cars electrical system is pulsating?

In this types of problems,the car lights,blower motor,the motor speed,the dash lights,the rpm etc etc pulsates.
Its the clear indication of issue with Alternator.
The problem you are describing is most likely the alternator and not a shorted circuit in the harness. Normal charging voltage should never exceed above 14.2 volts. Replacing the alternator/regulator assembly will most likely correct this concern.
